I am a bit confused by these two. I am not sure how or whom determines whether a charge is Rash or Maneuvered? Any clarification would be greatly appreciated.

Rash and Maneuver charges are two different ways a unit may move into contact with a enemy when it wishes to charge through other friendly units.

e.g. A unit of CM Cavalry wishes to charge through friendly S skirmishers stationed to their front into an enemy FL unit beyond.

The charger (unless impetuous) can choose either
A Rash charge: Which disorders the friendly unit he passes through, but lets the charging unit keep its impetus bonus (if its not cancelled for other reasons)

Or a maneuver charge. Which doesn't disorder the unit he interpenetrates, but reduces his impetus bonus down to 1 (again unless cancelled).

Worn troops suffer a -1 when maneuver charging through friends while
impetuous troops cannot maneuver charge at all (only rash charges for them).

That's how I understand it, someone will say if I've got it wrong

yes, correct.
The rash charge was the one performed by French cavalry through their crossbowmen at Crecy. Impetuous troops make only "uncontrolled" charges.
