can we do something to make this more reliable? In Impetus you could always rely on getting that +1 MU as a minimum, with the maximum charge bonus usually about 50% of your normal move. In Baroque, at least for infantry, the charge bonus of 1 BU can double your charge move, but it is really unreliable to get at 50-50% for normal infantry. If this Baroque BU movement is moved to Impetus 2 I can see it being a problem.

How about adding an attached commander bonus of +1/-1 to the charge/pursuit table?

This reflect the general's direct control of the unit. The -1 option is where a general may want to restrict the impetuous pursuit of gallopers he is in command of.

Foot in Impetus 2 will start to move from 2H (as it will called the BU). So extra of 1H allows to shade.
