Flank March Leaders

Reading the 2014 Advanced Rules is states that Expert and Charismatic Leaders cannot reroll initiative when on a Flank March.
Given this is in the same clause and immediately below the paragraph about coming on does this refer to the dice roll of 12+ (inc leadership bonus) that is needed or something else?
And given it does not say that Genius Commanders cannot reroll does this mean that a Genius leader CAN reroll? And if so what? The dice (or choice of either die) to bring the flank march on?

I confirm that Genus has been omitted, he also cannot reroll.
