I'm sure we played correctly but thought it was worth posting.

My opponent and I both have 3 commands, my opponent took 1 reliable and 2 poor - and in the poor command had 2 agitators, I had 3 reliable.

After a number of command activation I had activated all my command and my opponent just 1 (his reliable).

He nominated a command (with the Agitators) and rolled double 1 - he only rolls for activation to check for doubles.

the 2 units with Agitators become disordered and his commend level drops to Incompetent.

Does this mean he gets no activation ? We ruled that as when he rolled the dice he was Poor, he could activate.

Poor commanders are well. poor, due to the risk of dropping to incompetent.  When they become incompetent on a roll of  2 the whole command loses its activation that turn.

in section 2.7.5 it is explained the the effect is immediate and "a poor general becomes incomptent if he rolls a double 1 in the initiative phase and he must pass his turn"

Perhaps this could have been translated better from Italian.
