Using Allies from Lists

We had a difference of opinion in our group an are wondering how to interpret the allied sections of a list for 350 point games. Does one cut in half the numbers on the allied portions. So, for instance on the Florence list in EI3 it lists Swiss allies (0-1) with 1-3 FP, 0-1 Xbow or Handgunners. When chosing this allied option can the player purchase all 3 Swiss pike or can he only pick 2 FP?

Should be 2 maximum, but this is a tourney approach
