Generals range
If the general is in a unit, I'm measuring range for Discipline test about any part of the base unit. OK.
But if a general is not in an unit ?

Do you mean unattached generals? If so the measurement is from anywhere on the table edge. I've never seen unattached generals used in Impetus and I have been pushing for improvements in this area for Impetus 2.

Like GC says but measurement is from the shortest point from Generals Unit or Group if you have an attached General. Otherwise from anywhere from the base table edge.

Totally with you - i sometimes make panorame bases for my unattached generals. My idea would be to maybe enable generals join/ leave units as long as they are not engaged in melee and enable them to move around on the table. Maybe reducing their command range as a compensation for their mobility.
An alternate thought I had on commandranges was to make them fairly short (something like 2" for incompetent generals up to 6" for the real gifted ones and using this distance as something like coherency range sprawling out from the general's base.
Means if the CR equals 2" any units 2" or closer to the general are in command, and units in 2" to them are in command also etc.
When a unit is more than 2" away from a unit in CR the chain of command is broken and the unit itselve and all unit's that are aligned to it are then out of command.
Again just an idea without any thoughts what an impact this would have to the core machanics.
