Skirmisher penalties

I think that Skirmishers are Foot rather than Infantry.
Rule 6.1.3.1 Shooting and Moving refers to a penalty for units that move then fire but then refers specifically to CL or Infantry with javelins taking -1 penalty for each move.
However it does not refer to a penalty for Skirmishers; am I being careless in not seeing such a restriction or can Skirmishers move and fire without penalty?

Everyone suffers a -1 penalty for moving if shooting.
Exceptions are CL and javelin armed troops/foot/infantry/unit (whatever term you'd like to use)... in the first move.
