Warbook 1 - How To USe
A quick question on the How To Use section, specifically the
Up 1/C tag
This is clearly to allow one of these units per command - however it's unclear if it's meant to apply as an upgrade to the previous line entry or not. As written in the HTU section it's a stand alone addition not an upgrade but that seems to have some odd effects.
Sometimes it clearly stands alone as in the Early Elam list: up 1/C Battle Cars - no other line entries for Battle Cars so that's clear. More often it follows another line entry of the same troop/unit but with an upgrade attached. such as here:
Late Carthage line 1 and 2
0-2 Carthage Vet Cav CM 5/2
up 1/C Carthage Vet Cav CM 6/2
I strongly suspect that this is intended to allow you to upgrade the 5/2 to 6/2 split across two commands but as the instructions are written it actually allows two 5/2 plus up to four 6/2 CM which is a lot of veteran cavalry.
This occurs in very many lists - most of the Successor have Agema in that format a max of 1 unit and then 1/C upgrades, which either seems unnecessary if you can only upgrade 1 unit or expands the number of Agema markedly.
Can we have a clarification on when / if / how the up 1/C tag applies as a stand alone or when it alters a previous line entry please.
Just want to be sure this is as intended.

We found the same question in the Pontic list. I think you are right that in most cases it refers to an upgrade for the previous line. In contrast in the Middle Parthian list the 'up 1/C' is the first line, and so would imply additional bases. Needs a bit of clarification.
Overall I like these lists as some of the rather excessive minimum requirements for Impetus 1 have been reduced. So now I have acquired at least two new list legal armies with no effort! (Galatians and Armenians)

The 1/C always applies to a previous line.
The middle parthian is a mistake. The first two lines should have been reversed.
As for the minimuns they have been adjusted for the 400pts of the new standard game. Also, now all lists have roughly the same minimum points.

That's how I think it should be - but Mid Parthian isn't the only list where it's the first entry - see Early Elam for instance.
The issue is that in the how to use section, the 'preceding line' phrase is omitted - as written these are additional units across the board. The how to use entry needs additional clarification.

Ah, yes. I forgot about them... There are two exceptions - elamites and gauls.

I suspect the majority of entries intended to apply to preceding lines can be left as is.
With the exception of those that apply to '0 - 1' unit preceding lines (like many of the Successor Agema entries) where they can just be reduced to an 'OR' statement.
Those that are stand alone entries (like Elam above) could just be amended to '0 - 1/C' which would make it clearer they were stand alone.
