Terrain Placement

If I have read the rules correctly, it seems to me that the defender has a significant advantage in that he/she can place two pieces of terrain any where they wish, while the attacker can place only one and that must be 8H from the first piece placed by the defender.

So, two pieces of broken ground straight in front of the Roman Legions! Significantly slow their advance and even perhaps catch them disordered.

A significant advantage on pretty much a straight dice throw.

Have I got that wrong?

Defender has an advantage over the Attacker on placing the Terrain and armies with more foot has more chances to become a defender. Of course dice avoid any automatism and it is not certain that the defender can place 2 items.

What comes from experience is that closing your army behind terrain doesn't bring any advantage.
