Developing New Lists for Impetus 2

While we await new lists for Impetus 2, can we make a reasonable assumption that the two new weapon categories i.e. Polearm and PBW, will be allocated in the same way as for the lists published in Basic Impetus?
For example, list 5.2 Punic War Carthaginians in Basic Impetus, has Spanish Scutarii as VBU=5, I=1, VD=3, PBW.
So can we assume that new lists for Impetus 2 will reflect the troop types in Basic Impetus?
Obviously the points cost would need adjusting if there are changed capabilities.
