Sassanid archers

In the Sassanid Persian list there is a choice of T or S Archers: 0-4 T or S. But at the bottom of the page it states:

Instead of each Archer Units (T) you can buy up to 2 Units of Archers (S).

Does that mean I can choose to deploy 2 T Archers and 4 S Arches? I'm not sure if the above statement means there can only be a total of 4 archer units?

I think it means for one T Archer unit you can replace it with up to two S Archers. Therefore you could essentially replace the 4 T Archers with up to 8 S Archers.
