Some questions

Hello,
I'm new to the rules and I have some questions:
1. rule 2.7.5 Changing the General's level. So, if a poor leader rolls a double 1, he drops to Incompetent and cannot be activated (so the change has effect immediatly!). As opposite, if a Charismatic leader rolls a double 1, he drops to Expert. An expert leader can reroll the dices, so in this case he can rerolls the dices and, maybe, reverts the result or not?
2.rules 4.1.3 and 5.4.2,last sentence of 4.1.3 says that just one unit of the inactive player can react. In the example in 5.4.2 about the charge, it's written that X charges A and B so both can react...so, how many units from inactive player can react?!?
3. Artillery can do any kind of movement (oblique, to the rear, about face) or just forward and wheeling?
And, the -1 to fire for medium and heavy artillery is applied only for wheeling?

1 no, he cannot change its downgrade. Can re-roll for initiative purpose but the downgrade remains

2 you can react with more units to 1 action. You cannot react twice

3 any actions, usually with more limits (apart Art B). The -1 is for any action allowed
