Formation wise it looks reasonable enough. However you haven't listed the VD of units a commands - that info is vital to any consideration of the viability of the force structure.
It' also a fundamental part of the army list data

3 commands is very brittle mate, it does give a degree of flexibility but it brings your break points down particularly low.

I prefer large units of Lybian spearmen, better than legionnaire-style high-cost troops.

Zippee
The VDU break up is as follows based on commanders attached to units which is my usual practice
Command 1 VDU 10
Command 2 VDU 7
Command 3 VDU 9
Total VDU 26
What suggestions do forum vets suggest?

Re: Carthaginian List 350 Pts
It's very fragile but that's not necessarily an issue if you can get best use out of the flexibility.
A couple of notes on your list notation - you need to list unit VDs, which unit has the general (*) as well as command VD and force VD. You need to be thinking in these terms when generating the army, it is crucial.
Secondly you list the force as Good Command and the 2nd and 3rd as Poor Command. Only the force has a command rating and it applies to all commands. Maybe you're saying that the 2nd & 3rd have poor commanders - if so you are making a poor choice. Better to have all three as average than the C-in-C as expert and the other two poor.
This is especially true as the 2nd & 3rd are cavalry wings - they are the ones that need the leadership, you're heavy foot command can plod along under second rate leadership, the wings need it more.
Consider also adding elephants to the wings not centre - historically elephants were used to counter enemy cavalry, not foot. Mixing the elephants and some cavalry onto one wing and concentrating overwhelming mounted force on the other with a strong resilient centre (and in this the large unit Libyan infantry may serve better) may bring you better results.
Having an S unit in wing commands is often useful too as they can be better served to control/protect difficult flank terrain - in the centre they are a bit hit or miss in requirement.
Hope that helps
