Defensive Fire and Pursuit? Empty Defensive Fire and Pursuit?

If a unit of T is contacted in a pursuit can it conduct defensive fire? 6.6 says 'before being charged', this may just be semantics again but I'm thinking in this case 'pursuit' isn't a 'charge' so it's not possible? Thanks for any help.

The general rule is that you can't react against pursuits. So I wouldn't allow this.
