'Storm of Arrows' Empty 'Storm of Arrows'

What's the opinion of everyone regarding this tactical card 'Storm of Arrows' ? Can this only be used with bow armed troops?.... or can it be used for any sort of shooting? e.g say a T unit of hand gunners ?

I think it applies to all units that have a shooting capacity (everything from javelin armed S and FL to T units armed with hand guns.)
