Lorenzo, these may be typos :-
List 4.21 Galatians Chariots, Cavalry and warriors are all shown with a VD of 3. These Galatian troops on other lists have a VD of 2.

List 4.22 Early Parthian The upgraded Hyrcanian Cavalry and FP foot front rank are shown with VD of 3 should these have been 2?

List 4.20 Greco- Bactrian the elephant has a VD of 2 but elephants on other lists with the same stats. show a VD of 3.

There is a general formula to calculate VD's that is based on VBU. It takes in account the absolute value as well as its relative value within each list. On top of that there are cases where it is manually adjusted.

So, the situations you mention are normal.
