Baggage and Fortress Deployment

Baggage and Fortresses are deployed during the same phase before the start of the game.

Baggage is not limited to being deployed in the deployment zone.

Are there any limitations on fortress deployment?

For instance, if for some bizarre reason I wanted to stick the baggage right in the middle of the table could I also deploy fortresses around it?

What a sordid concept. Really GG, be better than that.

More reasonably then, what if the baggage is deployed toward the edge of the table inside the zone normal troops may not go? Can it be given fortress protection then?

Equally can fortresses be deployed just outside the deployment zone so that troops are deployed at the limit?

Could fortresses be deployed further forward so troops can move forward and occupy them?

Place fortifications in the deployment area.
They must be deployed before any other and before the plans are made.

Fortification cannot be placed in ambush (this includes also the fortified Wagenburgs)
