Looking at the Billy Bones sight it says the bases are 60 by 40. So a Baroque unit would be three bases assuming they're roughly 25mm figures
For 54mm figures you really want bases with enough figures on so they look like units but not that many figures on that they start getting expensive
I think you'd have to experiment, perhaps looking at 24cm units (which would have the advantage of dividing into three 8cm units for transport)

it mostly depend on how large is your table. If you plan to play on a standard 120x180cm (6x4 feet) then use the 28mm basing.
Any basing works anyway with Baroque because distances are linked to frontage.

The nice thing about those paper troops is that you can also size up or down in your printing software, PLUS, you can trim them to add or subtract minis to a base. The ones I already printed out I mounted to black foamcore bases and they work very well.
I'm going to print out some more this week and try mounting them on 18cm foamcore bases to see how they look.
