I am wanting to clarify the size of the Baggage base for 28mm figures.The rules suggest no smaller than 8 BU.However if a BU is 9cm then it makes the baggage base frontage a whopping 72 cm.That can't be right.Could someone please clarify the frontage and the depth of the baggage base.

That is total perimeter, so a square 18cm x 18cm would be legit. or any rectangular shape, the sides of which add up to 72 cm.
