I'm assuming you mean those in the rule book?

I pointed them up and at 30 points they don't have bow.

I was wondering that about the Ottoman CL Delis. The Feudal Sipahis have pistol/carbine with a bow option so I assumed the same was the case with the Delis but with bow accidentally left off the list.

I think the idea was that Delis were more shock cavalry that horse archer/skirmisher types.

There army lists seem to have missed out the Akinji who could have bows, but I'd like to hear Lorenzo's point first. But looking at the factors, whilst pistol/carbine on a horse is only at point blank, it's more likely to do damage than a bow and it does encourage the Delis and Akinji tactics of getting really close as shock cavalry

They've a VBU of 4, which is only one less than some Feudal Sipahis. They're about as good as it gets for CL
3 dice shooting on the way in is not to be sneered at

Depending on how you see Delis, you can make a choice.
You can pay the extra four points and have them with pistol/carbine which might give them a bit more shock
Or you can decide that you see them as something less powerful and you can have them without anything.

As an aside, the bow option would also cost 4 points but it would make them less powerful light shock cavalry
